for the Tier 1 (General) would no longer be accepted from mid-night on 23rd December 2010.'"

The UK Border agency announced on 21st December 2010 that applications made overseas for the Tier 1 (General) – formerly the
Highly Skilled Migrant Programme – would no longer be accepted from mid-night on 23rd December 2010.
The reasoning behind the announcement is “to ensure that we (sic) do not exceed the limit set by the government for issued Tier 1 (General)
applications between 19 July 2010 and April 2011.”
